How much can you resize an embroidery design?

About 20% either way is safe. Beyond that you are trading quality for size, and beyond roughly half or double you are not getting a usable design at all — which is why this tool warns you past the first limit and stops at the second.

The reason is one fact: scaling a design does not change how many stitches are in it. The area changes, the stitch count does not. Shrink a design to 60% and it covers 36% of the fabric with all its original stitches still in it — nearly three times the thread per square millimetre the digitizer intended. Fill rows at a normal 0.4mm spacing land 0.24mm apart, which perforates the fabric instead of stitching into it, and fine satin columns get too narrow to cover. Enlarging fails the other way: rows pull apart until fabric shows through.

At 50% the same stitches cover a quarter of the area, so the design arrives four times as dense as it was digitized to be — fill rows at the usual 0.4mm land at 0.2mm, which perforates the fabric and breaks thread, and fine satin columns get too narrow to cover. Fixing that means adding or removing whole fill rows, which is a decision about the design rather than its coordinates. That is digitizing, so the fix is to digitize the artwork again at the size you want.

No — and that is the whole problem. A resize moves every stitch but never adds or removes one, so the same number of stitches ends up covering a different amount of fabric. That is precisely why the density changes and why the safe range is narrow. Software that resizes properly regenerates the fills at the new size, which is a different operation from scaling coordinates.

Yes — set the size and pick an output format and both happen in one pass. Left on keep the original format, a PES resizes to a PES and a DST to a DST. Resizing never touches the thread list. The only way to lose colours is to save to a format that cannot store them — DST and EXP have no thread table at all, so the colour changes survive but the threads are set at the machine. Keeping the original format keeps whatever the file already had.
